Add VS Code Settings for Required and Recommended Extensions #77

Note that in VS Code Extensions, by click the settings gear, you can Disable (Workspace) and also Add to Workspace Recommendations then (bottom of the list) check [x] Workspace (only). These will appear as settings in the *.code-workspace file.

THIS ISSUE IS UNFINISHED (BY JRF), its just a reminder, and upon implementation needs to be properly fleshed out. There are probably 10 or more extensions to call out across the 3 catergories below.

Disable:

If possible, can we also set to disable certain (Accuraty-common) ones? Why? Because there are common extensions we use that make no sense for some projects and too many extensions active in VS Code can cause problems. For examples, why would you have extensions for Gist, PowerShell, Astro, and Bootstrap active in AccuTheme-Tailwind which uses NONE of those, so disable them!
