Create test suite for the SQLAlchemy Ingres connector

We should create a test suite for the SQLAlchemy Ingres connector.

Motivation is that there are features of Inges that potentially don't exist in other DBMS offerings. An example is the Ingres support for alternate storage structures such as BTREE and ISAM.
