Issue Details

it is not explicit in reports now when filters were updated last time

Proposed solution

send filters_last_full_update and filters_last_update (if supported) while issue reporting. check docs:
https://github.com/AdguardTeam/ReportsWebApp#pre-filling-the-app-with-query-parameters
