Solution:
The script is outdated, I guess/assume that the only major change for the mod is: local gRankingDisabled set to true for the mod.
Solution rename the file to keep tract of historic changes, in case my assumption was wrong.
Insert (l72) in the combat_Server a line to change the server setting equivalent to gRankingDisabled

The Error?
called to function like client.GetIsVirtual or GetIsLocalClient of the ns2 vanilla code failed with a "function is nil error"
The cause is that at some point the player was replaced by his Class.
The workaround was to comment the function that provoke that strange behavior in player_modded.
However it might provoke another bug later.

The Aliens cannot choose their evlovution in the buymenu.
The //self:_DeselectAllUpgrades() seems to not exist in vanilla ns2 and has been commented.
The aliens are now able to choose their upgrades, however they must refund if they want to switch traits like celerety to carapace.

the function seems to have disappear from the NS2 vanilla ==> disabling the command in the combat mode:
