Perf: Create custom INotifyCollectionChanged interface

As mentioned here we should create our own INCC API that does not force us to copy the full changeset into the event args. We need to stay compatible with the old INCC but favor the new one in bindings etc. when available. This could help improve performance especially when dealing with large lists / changesets.
