Allow player frame to anchor to target frame #919

The idea is to replicate the effect of this addon: https://www.curseforge.com/wow/addons/tunnelvision-formerly-known-as-focused

This allows for easier alignment of UI elements.

Currently only target can be anchored to player frame, so the effect is there somewhat but not completely.
