-Much has been made of the rise of behavioural science as a tool widely used by governments. It began with Cass Sunsteinâs role as Administrator of the Office of Information and Regulatory Affairs (OIRA) in the Obama administration and continued with the Conservative/Lib Dem coalition governmentâs establishment in 2010 of the Behavioural Insights Team - the worldâs first nudge unit. A model which has now been adopted in over 50 countries.

-Despite the diversity of the work done by government units applying behavioural science, one common starting point for many teams is in the domain of taxation, and principally - getting people to pay promptly. -Earlier this month, we published a paper in the Journal of Behavioral Public Administration based on an experiment we conducted a few years ago, when we both worked in the Behavioural Insight Team. We, together with our colleagues Isabelle Andresen and Felicity Algate, ran a field experiment with Medway local authority, which tested three different versions of a reminder letter for people who were a bit late paying their council tax - the main source of revenue for local governments.

-Over the course of three payment periods, late-payers received different letters. The first was the councilâs "business as usual" letter reminding them to pay out. The second, drew attention to the councilâs enforcement process, highlighting that the recipient was on the road towards a fine. We ended up with a group of households that were in our study, but which had the same average debt - and the same variety of debts - as in the other study. -abstract: The use of behavioral science interventions, and particularly social norms, in tax compliance is a growing industry for scholars and practitioners alike in recent years. However, the causal mechanism of these interventions is unknown, where effects could be explained by a pro-social desire to support oneâs community, conditional cooperation, desire to conform, or fear of reprisals. We conduct a field experiment in local government taxation in the United Kingdom which tests the effectiveness of a social (descriptive) norm against a control condition and against messages that highlight the enforcement process. The social norm outperforms enforcement salience, suggesting that this explanation, although more powerful than the control, does not fully explain compliance effects. This study further provides evidence that social norm type interventions can be effective at the subnational level, a context where previous work has shown they may produce null effects.

Across three online studies and three field experiments in different policy contexts (total Nâ=â67,632), we show that, contrary to researcher and practitioner predictions, formal government communications are more effective at influencing resident behaviour than informal government communications. In exploring mechanisms, we show that formality operates as a heuristic for credibility and importance. Recipients view the source of a formal letter as more competent and trustworthy, and view the request itself as more important to take action on, despite no evidence of change in comprehension or in perceived ease of taking action. These findings have immediate implications for government communicators and open the door for a renewed focus on how the design and presentation of information impacts behaviour.
