The option "Set time to UTC" does not fix anything (at least at my system). I once had a dual boot system and since then the clock in windows is "broken". I can set the correct time with w32tm /resync, but that's annoying. I hoped that the tweak in the tool finally fixes the problem.

My Bios shows the correct time, only Windows doesn't.
