The bug

When Restarting or Shutting down the PC it enters a state of Suspended Animation. (Never Turns off but is OFF)

To Reproduce

Installing the Chris Titus Ultimate Plan starts the bug

Expected behavior

Had the issue since the first 24h2 release preview. Continued Even on Main Stable Release. Today on 26100.2448.

Additional Context

Always thought it was a hardware defect or some changes I made to BIOS with via HII resources using SCEWIN. Finally decided to get to the bottom of it and saw Chris Titus - Ultimate Plan instead of my normal Ultimate Performance plan (Used to get it through PowerCFG cmd before WinUtil). Months of turning of the PC via PSU switch not knowing what caused it.
Hardware info attached if needed.

Was able to replicate the issue on another PC too.
