Read-only access the private repositories

Can the policy be modified slightly to allow read-only access to specific private repositories by non-NOAA staff. In many cases it is highly desirable to allow NOAA Collaborators (many that do not have a NOAA account) access to numerical models prior to the general public release. These users would only be able to read the model and provide comments without the ability to make changes to the models.
