Feature request from @mrrezaie in #998. Broken out here so that it can be handled as an atomic task

  • Add something like a model_editor.auto_reload_osim_on_change boolean option to AppSettings
  • If enabled, do what we currently do (reload the model when an on-disk change is detected)
  • If disabled, skip checking the model file for changes
