CPLUS API: Investigate Issue with David's Scenario #552

When David ran his online scenario: https://stage.cplus.earth/admin/cplus_api/scenariotask/195/change/, there were issues:
Problem normalizing pathways layers, Pathway contains invalid minimum and maximum band values

Here's the additional settings.

We tried running the scenario offline, but it worked. So something must have occured in the CPLUS API.
