GIMP 3 RC2 is on the gimp website with a windows version

Regarding layer styles only, it looks like This is the replacement for GIMP 3 that officially ships with GIMP

Filters "bevel" "inner glow" and "styles" can do layer effects non-destructively. Look for filters>generic>text styling
