x-powered-by still showing in function headers

I know there was a previous issue raised and a pull and a fix for this (issue #206 and feat: disable x-powered-by header #223), but I don't see it working. All functions still return x-powered-by: Express in headers.

@MrAndrew it was only released a couple of weeks ago but I'm also seeing it after release for Firebase Functions at least, @grant is the latest released being rolled out slowly or something and might take a while for it to appear?

I'm not sure exactly why this is still occurring.

This should be fixed now. It takes some time for commits in this repo to get pulled into our base images.
