Is there a way to disalble the language dict and use only the personal dict?

There is no option, and it's not intended.
What you could to is using an empty dictionary, e.g. from https://github.com/Helium314/openboard/tree/new/app/src/main/res/raw. The empty or main one may work, not sure though.

Unfortunately they could not be simple impored: "Error .... not a valid dictionary file."

Could you try empty.dict.zip? This is a dictionary without any entries. Not sure though whether it's different from the main in the link above.
