One cannot use the macro @programiterator without adding HerbConstraints to the dependencies. Especially an issue in Garden.jl

Does it make sense to tie in with something like the JuMP ecosystem via MathOptInterface.jl?

I don't think having Garden depend on HerbConstraints.jl is a problem. Right now, not many synthesisers use constraints; but, we actually want that to happen in the future!
