FEATURE - add memfault to the template

Context

Memfault is oftentimes requested by clients to be added into their products.
It might be nice to have all memfault configs and other required files in the template (memfault.conf ?) so that it can be enabled more simply.

Required steps / Implementation details

• figure out how to add a "generic" memfault configuration with lots of docs and add it.

Definition of Done

Enabling memfault in a project becomes easier due to its presence in the template.
