Feature Request: Display floating type pane above maximized pane.

When adding a new pane on a screen with a maximized pane, the index is lower than the maximized pane, so it looks like there is no action on the screen.
(The user perceives it as a bug that no action was executed).

Alternatively, it would be nice to have a way to control the index of the panes.
