Gracefully handle missing stacks in parameter file #62

The following error occurred because stacks: was not defined in the <env>.yaml parameter file.

INFO ---------- Collecting templates included in the environment -----------
ERROR 'list' object has no attribute 'get'
ERROR Aborting deployment
make: *** [Makefile:6: deploy] Error 8

Suggest a more specific check/error response if the parameter file is non compliant.
