hold working on this repo
why:
1. it connects to database with psql command which assumes db is installed on the same server
2. dumps data in a local folder, which will be picked up by another process to be availed on the archive
resume work after dockerizing IHR database
script may need refactoring to use connection string postgres://user@pw:host:port instead of psql #10
