V.Scale resizing doesn't update Engineer's Report

• Place a tank part that uses V.Scale instead of lenghtwidth, fill it with fuel
• Click the gear/wrench cog to bring up the Engineer's Report
• Use the V.Scale slider to stretch or shrink the tank
  -> mass reported in Engineer's report isn't updated. Mass is tank PAW does get updated.
• Click Engineer's Report twice to hide and re-show it
  -> now the report correctly shows the updated mass

MJ dv window's start/end mass correctly updates on the fly, so issue seems specific to the engineer's report.

Affects the nose tank, atlas tank, reDirect tanks and katniss tank. ROT-Generic's Length slider updates the report fine, so seems like a problem specifically with the V.Scale slider.

It seems to be worse than I had realized: on parts using V.Scale mode instead of LengthWidth mode, the Diameter slider also doesn't update the Engineer's Report
