[GeoMechanicsApplication] A 3D elastic constitutive law is lacking in GeoMechanicsApplication #12814

Description

While we have GeoLinearElasticPlaneStrain2DLaw and GeoLinearElasticPlaneStress2DLaw are available for 2D, there is no GeoLinearElastic3DLaw.

Currently we use the 3D elastic law from the structural mechanics. However, we need an incremental version to be applied in geo.

Suggested name - GeoIncrementalLinearElasticLaw

Acceptance Criteria

  • The policy for providing the constitutive matrix is extended for 3D
  • 3D law is registered
  • Unit and integration tests are available (multistep, multistage)
