I have created a Test-dwg with some german umlauts and another special character:

A layer name with 'ü'
An mtext with 'ä'
Another mtext with 'ø'
I converted it to json using "libredwg-0.13.3.7411-win64" (on Windows for ARM).
The result seems not to be encoded in UTF8 (as needed for JSON).

Attached is the dwg-file and als the exported json-file.
