Allow Custom Penal Code for each community.

Implementation Details
So by that is there are alot of Roleplay Communities that would benefit highly from being able to access a cad that they don't have to pay for but what would make it better is if we could edit our penal codes to where we can add our own penal codes for our communities. Each Community uses a different penal code which if that feature was added it would boost your user market.
