Adding WSPR capability

All the pieces are here to Add WSPR. WSPR is coded very similarly, and the interface to handle WSPR is simpler. Its just transmit only and there is no two way communication. The CAT capability through bluetooth with newer SDR radios like the FX4-CR can take advantage of this. A $50 android tablet from Walmart and a tiny FX4-CR is all you need for a campsite WSPR station.

Can you guys think about adding WSPR?
