Remove LANDFRAC from topo software #9

Remove landfrac from topo software as it is not read in by CAM. It is a different landfrac than used in the model, so it's really just a point of confusion and should be removed.

I have this work completed. Here is my new code minus with the old code for the ne30pg3 topo file:

temp_topo

So the answers aren't changing. @PeterHjortLauritzen OK to push these changes?
