Update Docs Theme to use sphinx-book-theme (#1878)

* Update sphinx theme * Remove rtd_theme and add sidebar configuration * Update categorify to handle missing divisions * Update sphinx-book-theme dependency to 1.0.1 for python 3.8 support * update sphinx-external-toc to 0.3.1 for python 3.8 support * Update version of myst-nb for python 3.8 support
