What is the context of the feature/improvement?

This would allow us to easily test the new toolkit versions and report back on new features or report bugs.

Currently most users are not equipped to build the toolkit on their own PC.

Please describe the feature/improvement?

Update the build-windows.yml workflow file in the toolkit-remix repository to allow building the toolkit.

What would be your solution? (optional)

I have put together a (very janky) build workflow here:
https://github.com/Kim2091/toolkit-remix/blob/main/.github/workflows/build-windows.yml

Currently it fails on building code related to the GPU, as GitHub's actions VMs do not have CUDA supported GPUs.
Removing this code allows it to progress, but of course breaks it: Kim2091/toolkit-remix@6d63919
