potential future edge case - only SFED OR MFED available

How to handle edge case where only one band is updated in our input data source.

Currently, it should just create a single band COG that gets uploaded to COG. It will never go back and try to backfill the other band.

I have a guess that if this happens the the non-updated band will never get updated and it won't really be backfillable at a later point so it would be more of a case where we want to contact the provider and ask them to adjust. Therefore perhaps a special sort of notification would be appropriate.

I have a vague recollection of a band being missing on 1 day in the historical record -- should check/verify this as well.
