Onlyoffice refuses to open empty PDF

Expected Behavior

Server uses new.pdf from document-templates to create a new document, like with DOCX.

Actual Behavior

errorInconsistentExtDocx error (param=pdf)

Reproduction Steps

1. Setup web editor, DS and document storage service (which returns Content-Length: 0 and Content-Type: application/pdf)
2. Store an empty PDF document and a PDF with data
3. Access the PDF with data - no errors, everything works, access empty PDF - get the error
