Feature description

renovate の運用方法をめっちゃよくする．やり方は追って考える．

Motivation

最高の運用方法を作る過程で，

  • 運用コストを可能な限り抑えつつ
  • 複数のパッケージマネージャにまたがる
  • 大量のPRを問題ないようにどのように捌けば良いか

考える．
