In microsoft/vscode#8851, the VS Code team enabled column highlighting. With this feature, we can re-enable statement level stepping without it being a confusing experience. We will need to wait for the fix to be in the stable channel, so I am tentatively assigning this to the 1.11 milestone.

We should enable this for VS For Mac at the same time.
