The module doesn't create tripupdates if delay information is missing from SIRI vehiclemonitoring feed.
As per https://developers.google.com/transit/gtfs-realtime/reference#StopTimeEvent delay is optional in StopTimeEvent and either delay or estimated time (arrival or departure) can be provided.
I'm assuming the estimated time can be retrieved from MonitoredCall (next stop the vehicle/trip is going to stop at).
Would this be correct approach for systems where delay information is not provided?
