Command-line option to import plugins #542

Right now, you can download plugins (with network access) or drag-and-drop plugins

But it might be convenient to import plugins from the command-line (e.g., for sysadmins)
(This might need some sort of window to notify users on the next launch that the plugins changed - for security notification.)
