Allow credential owners to transfer the credential to another user. When a user requests to transfer their credential, they should receive an email with a link to confirm the action. When the transfer is confirmed, the new owner should receive an email notification and should be able to see the new credential on their my credentials list.

We should also log this event in the instance audit as transfer credential event.
