With the improvement in Tax-Calculator logic regarding the calculation of the qualified business income deduction (QBID) for years 2018-2025 (which was included in Tax-Calculator pull request 2345), it would be desirable for the puf.csv (and syn.csv) file to include values for the three new input variables that Tax-Calculator now knows how to use. As of now, the three new input variables mentioned in the issue title are used by Tax-Calculator only when they are supplied in custom data as done in the new test added in Tax-Calculator pull request 2343.
Eventually, when the 2018 IRS-SOI PUF is made available, there will be information on these variables because the variables appear on the 2018 tax forms for the first time. Meanwhile, it would be prudent to conduct a benefit-cost analysis of imputing values for these three new variables.
This issue replaces Tax-Calculator issue 1817 now that QBID logic has been improved. The remaining issue is the absence of puf.csv data required to accurately calculate QBID amounts in a representative sample of filing units.
