MIPS Family toolchain

For platforms based on the MIPS architecture the recommended toolchain is "Codescape GNU Tools for MIPS - MTI"

Windows: (Warning MIPS builds of RIOT are not tested on Windows)

This toolchain is required for building RIOT for PIC32 devices too, the Microchip XC32 Compiler is not supported.
