Everything created in the context of the project: models, layers and the corresponding risks configurations should be there when the platform is built and installed. It should be possible to change and modify what has been decided, but in a fresh installation, the user should have everything ready to be tested: maturiry model, licensing risk models, security and quality models and so on. And, of course, the "by-default" layers and risk configuration for them.
