rocAL CPU backend issues

  • FFMPEG version - requires FFMPEG 4.X instead of the default FFMPEG 5.X
  • TurboJPEG - Link to -b 2.0.6.2 https://github.com/rrawther/libjpeg-turbo.git instead of default
  • Linux function - sched_getffinity to fill the cpu_set_t not available on MacOS -- use sysctlbyname instead
