modal scrolling includes scroll button

Describe the bug
the Methodology modals currently have scrollbars that extend up alongside the 'X' for the modal window - most windows (modal or other) only let the scrollbar come up to just below either the X or the title.

To Reproduce
Steps to reproduce the behavior:

1. Open any methodology modal, preferably on a smaller screen to ensure the modal content scrolls
2. scroll the modal content
3. see error - scroll bar extends up alongside the close button and the button scrolls away

Expected behavior
the close button does not scroll away. the scrollable area terminates just below the button
