[SL_PA] CCC Facilities dropdown

We still have a facilities dropdown on the Community Corrections Center section, but it doesn't have anything in it. We should probably remove this if possible!

@hobuobi we do have the data broken down by facility; I think we just never finished plugging in the list of facility names so that they would appear as options?

per discussion here we would need to make sure the static list matches up with the live data, and also to have confidence that the list is stable? If the data is good that might be easier than removing the dropdown, but if it's not I don't think we should take any chances with it at this point.
