Not allocating all the memory!!!

Space cp is not allocating all the memory. The server has 8 gb ram Max Memory but it's allocating 810 mb and it has 210 mb free of memory. Those can be changed using -xmx and -xms settings but i can't find them.

Expected Behavior

Allocated ram should be setable

Current Behavior

It does not allocate the ram

1.Start up a spigot server
