Support two Starrocks cluster mount the same storage volume in share_data mode

Is your feature request related to a problem? Please describe.
We could use this feature to create a dual cluster architecture: one for data ingestion, and the other for query.
In this way, we can use different instance type and cluster size for different purposed of cluster.
