High level goal

Build a module that automatically configures the OpenID Server and client for tenants.

Features

Automatically enable and configure the OpenId server and client module when a tenant is created.

Notes / assumptions

Tenant updates need to also update the server configuration
Use a single Application, but add all return url's of tenants.
