Thanks to @XioNoX in a-b-street/abstreet#1101 (comment), we've got data for France!

For the zones, https://wxs.ign.fr/0aezh2n2288zcsb0gyx38xfs/telechargement/prepackage/IRIS-GE-TERRITOIRES-PACK_2023-01-03$IRIS-GE_3-0__SHP__FRA_2023-01-01/file/IRIS-GE_3-0__SHP__FRA_2023-01-01.7z has a file 1_DONNEES_LIVRAISON_2023-06-00072/IRIS-GE_3-0_SHP_LAMB93_FXX-ED2023-01-01/IRIS.shp already in WGS84.

I haven't yet joined with the CSV or dug into the fields available, but it looks like a pretty easy start!
