Add additional expenditures checks to documentation

Add documentation in the README file for these two checks:
o HH reported with high food consumption score, but expenditure is 5000 CDF (low expenditure threshold)
o HH reported with low food consumption score, but expenditure is more than 10,000,000 CDF (high expenditure threshold, equivalent to 4000 USD)
