The spec clearly says that this is just pertaining to navigational speculation but the title of the spec implies more by lacking a qualifier.

The spec name should be updated to "Navigational Speculation Rules" to prevent confusion with other speculative request sources and controls. Alternatively, non-navigational speculation control features could be added to the spec to widen scope.
