Drop Tomcat 6 Support alignment with tomcat

Per tomcat, tomcat 6 end of support will occur on 12/31/2016. There will be a 3 month period at which it will be fully retired.

We will release a final line of 1.8.x supporting tomcat 6 in line with what tomcat is doing. However, it's highly unlikely there are going to be any specific associated changes from tomcat that otherwise affect waffle therefore meaning it's pretty much just in maintenance mode now.

Unless tomcat team decides to release 6.0.49 which had a few misc changes, the last tomcat 6 release of waffle is 1.8.2 which was released today. Now as always we will support bugs in the branch which I'll create just in case but master will see it go away.

Tomcat is releasing one final version of tomcat6. A waffle 1.8.3 will be released once available before we cut to version 1.9.0 of waffle. There is no rush on this and might be a few months.
