Differences in terrain elevation can cause units to stop shooting. In the video below, the orange tanks are set to Fire-at-will, but refuse to shoot the cyborg because they are targeting the black tank behind the hill.

Direct fire units should prioritize enemies that are within direct line of sight. In this case, the tanks should shoot the cyborg and truck.
