Can only label small overlapping bounding box with hotkey #61

Current Behavior

Can label the small overlapping bounding box using a hotkey only.
Dropdown labels menu only available for the big bounding box
On the example below, one can't change the duiker label to elephant. The elephant label doesn't have a hot key.
Currently, one has to delete the big bounding box first (elephant) and label the smaller bounding box (duiker to elephant).

Expected Behavior

The labels dropdown menu working on small bounding boxes.

Confirmed as issue - in general the labels and trash / label icons cover up other bounding boxes.
